1.0 The Need
|
|
In its pursuit of achieving a developed country status by the year 2020, India needs to maintain the present high GDP growth rates.
This necessitates increased usage of natural resources, such as, energy & water. The increased resource usage compounds the problem of emissions.
There is a need for the country to achieve the higher growth rate with optimal use of resources and better emission standards.
Against this background, there is a need for India to focus on sustainable growth. Towards realizing this objective, CII has outlined a new "Mission for Sustainable Growth".

2.0 Core Purpose
|
|
The core purpose of the mission is "To promote and champion sustainable growth in Indian Industry", without compromising on high and accelerated growth.
|
|
3.0 Suggested Terms of Reference
|
|
The suggested terms of reference for the mission for sustainable growth are as follows:
a) To promote the concept of sustainable growth in Indian industry
b) To catalyse & facilitate development of policy on sustainable growth
c) Initiate sectoral activities through partnerships to achieve sustainable growth
d) To facilitate & promote services,techniques and technologies to achieve sustainable growth objectives
e) To enrol 100 leader companies committed to sustainable growth objectives
f) Facilitate & demonstrate benefits of sustainable growth

4.0 Scope of the Mission
|
|
At a macro-level, the scope of the mission will target 3-tiers - national level, sectoral level and firm level.
|
|
Tier - 1 Activities
|
|
The tier-1 activities of the mission would focus on triggering policy initiatives at the national level. The idea is to catalyze and facilitate development of a policy on sustainable growth.
The policy will provide a clear definition for sustainable growth. It will also highlight the strategies & approach for conservation of natural resources, such as, energy, water etc., with goals & targets.

Tier - 2 Activities
|
|
The tier-2 activities would focus on industrial sectoral initiatives. The scope includes identifying top 10 industrial sectors, having maximum impact on sustainable growth.
To give a further fillip to the activities, CII will sign MoU's on partnership with respective industrial sectoral associations. CII along with the industrial sectoral associations will jointly initiate the following activities:
" Setting up norms, targets and goals for each sector
" Initiating voluntary target setting for each sector
¢ Eg: Emissions/ sec to come down by X% in 5 years
" Identifying what can trigger quick change
¢ Technologies, Process etc.

Tier - 3 Activities
|
|
The tier - 3 activities are focused on firm or unit level. The scope would include identifying specific activities which will improve bottom-line of the individual units.
The entire process is aimed at facilitating achievement of the respective industrial sectoral goals and national goals.
The existing resources available within CII, viz., GBC, CESD, CFC and TQM would be leveraged for initiating these activities.

5.0 Composition of the Mission
|
|
A council, comprising of 7-10 key members has been constituted to steer and guide the activities of the mission. The composition of the council is as follows: |

| CII - CODE FOR ECOLOGICALLY SUSTAINABLE BUSINESS GROWTH |

| Being cognizant of the need of sustainable growth and dwindling stock of natural capital, we commit ourselves to the attainment of the following
Ten - Natural Capital Commandments.

| 1)Reduce specific consumption of energy and water by 2-6%* every year over next ten years. |
| |
| 2)Reduce specific generation of waste and reduce the quantum of waste going to land fills by 2-6%* every year over next ten years |
| |
| 3)Increase use of renewables, including renewable energy by 2-10%* every year in place of non-renewables over next ten years |
| |
| 4)Reduce green house gases emissions and other process emissions by
2-6%* every year over next ten years.

| |
| 5)Increase use of recyclables and enhance recyclability of resources embedded in the product by 2-10%* every year over next ten years |
| |
| 6)Increase the share of harvested rain water in the overall annual use of water by 2-10%* every year over next ten years |
| |
| 7) Incorporate life cycle assessment criteria for evaluating new and alternative technologies & products |
| |
| 8)Strive to adopt green purchase policy and incorporate latest clean technologies at design stage |
| |
| 9)Take lead in promoting and managing product stewardship program, by forging partnerships with businesses and communities |
| |
| 10)Reduce depletion of natural capital which is directly attributable to company's activities, products and services by 2-10%* every year over next ten years. |
| |
| We also commit to demonstrate attainment of these commandments in our pursuit to certifications such as ISO 9001, ISO 14001, OHSAS 18001, SA 8000, Green Buildings, Eco Labels and the like. |
| |
| * The figures suggested for reduction are indicative only. The individual member units are free to choose any targets, subject to a minimum of 2% per annum. This target annual reduction could be based on their present levels of operating efficiency, technology adoption and management priorities. |

Status of the activities of Mission on "Sustainable Growth" |
| |
| CII has launched a new "Mission on Sustainable Growth"(MSG) in 2006 and the following activities have been carried out till date: |
| |
| a) MSG committee |
A committee has been formed to lead and guide the activities of 'Mission on Sustainable Growth' (MSG) in 2006, with membership from Corporate, Financial Institutions, Development agencies & NGO's. The committee has met twice since its formation. |
| |
| b) CII - Code for Ecologically Sustainable Business Growth |
A CII -code for Ecologically Sustainable Business Growth has been developed, to involve the top management of companies and seek voluntary commitments to reduce consumption and emissions. The code is enclosed separately. |
| |
| c) Top 10 impact sectors |
The impact of various sectors on ecologically sustainable growth, w.r.t coal, electricity, water consumption, air emissions and waste water discharge has been developed along with an action plan. The Mission on Sustainable Growth would focus on the following high impact sectors |

| d) Collaboration with USEPA |
United States Environment Protection Agency (USEPA) has agreed to collaborate with CII to promote sustainable growth: USEPA will share their experiences of climate leaders programme, a voluntary, emission reduction initiative

Activities Planned: |
a) Ecological Foot Print study and Living planet index |
Ecological footprint and Living planet Index will be developed for India. CII will jointly work with Global Footprint Network, USA, Zoological Society of London (ZSL) and World Wide Fund (WWF) in developing these indices.
Ecological Footprint: A measure of how much land and water is needed to produce the resources we consume and to dispose of the waste we produce.
Living Planet Index: Measures overall trends in populations of wild species in India and provides an indicator of the state of the India's biodiversity |
b) Ecological Footprint study for Industry |

c) Signature campaign for MSG |
Signature campaign has been planned for getting CEOs' to sign up for the CII- Code for Ecologically Sustainable Business Growth. CII would hand hold the companies and facilitate them in achieving the objectives of the code. |
d)MOU with sectoral associations |
Signing of memorandum of understanding with sectoral associations.Joint actions will be initiated with sectoral associations towards achieving the objectives of MSG
* Developing voluntary targets in terms of water, energy, material waste and emissions etc.,
* Organising technology seminars and programmes / developing the best practices
